The Quendall project proposal has been revised, and a new opportunity to comment on that EIS Addendum is open until the 11/19/12 deadline, per this email and its link:

Subject: Quendall Terminals EIS Addendum Availability

This is a courtesy e-mail notice to those individuals whom which have provided an e-mail address and are on the City’s party of record list for the Quendall Terminals mixed use development proposal, City file number LUA09-151.  Please feel free to forward this e-mail to anyone you know that may be interested in the subject project.
By now, you should have received a notice in the mail (attached) identifying the availability of an Environmental Impact Statement (EIS) Addendum for the subject project.  The public comment period is open and the City is accepting comments until 5:00 pm on November 19, 2012. Additional information can be found in the attached notice. 

The EIS Addendum can be accessed at the City’s website for free and is available for download at the following link:

The EIS Addendum is also available at the Main Library, Highlands Library and Renton City Hall 6th Floor for reference review.  Or you may purchase a hard copy for $25.00 or a CD for $10.00 from the City’s Finance Department located on the 1st floor of City Hall.

The public comment period on the DEIS was closed on February 9, 2011
and the consultant will now answer those comments in the Final EIS (FEIS),
a process which may take a few months (depends on the extent of the comments).

"Alternative 1" is the project as it is proposed to be built
(the other alternatives are only for comparison purposes)
This study is not a matter of picking between alternatives -
It is mostly: can the proposed project ("Alt" 1) meet codes and mitigate impacts?

As Randy Corman says in his blog:
"Note that with this and other projects,
if the developer meets all the zoning and shorelines criteria
and satisfies the requirements of the EIS,
then the project will generally be approved as a matter of law."
